Great news! The EUTF Board of Trustees will be expanding the eligibility criteria for dependent children for all retiree plans effective July 1, 2025.

  • Dependent children are now eligible to be covered in EUTF plans up to age 26, regardless of student or marital status.
  • No full-time student status required for ages 19-25 effective July 1, 2025.
Retirees may add dependent children to their existing EUTF coverage during the Special Open Enrollment period, April 14-30, 2025, with an effective date of July 1, 2025.
This information applies to Retirees ONLY. Active Employees should reference Active Open Enrollment material that will be disseminated via your employer and/or check the EUTF website starting in April 2025.
What do I need to do?
No action is necessary if your child is already enrolled. Your child will remain enrolled in their current coverage. You will no longer be asked to recertify their student status on an annual basis and they will remain enrolled until they turn age 26.
If you wish to enroll your child, ages 19-25, in your existing EUTF health benefits, you must complete the EC-2 Enrollment Form. If you are enrolling your child for the first time, you must also attach their birth certificate, and if applicable, adoption certificate. Completed EC-2 forms and required documents must be mailed (postmarked) or hand delivered to the address below by April 30, 2025. No late submittals will be accepted. No faxes or emails will be accepted.

IMPORTANT: If you were mailed a reminder notice that recertification of your child(ren) is required, you must comply by providing proof of full-time student status by the given deadline on the notice. Failure to comply shall result in the termination of your child(ren)’s coverage. If you do not comply and/or your child(ren) is not a full-time student, you may follow the steps detailed above to re-enroll your child during the Special Open Enrollment period.
FAQs
My child is already enrolled in some of my plans. Can I add them to my other plan options? For example, my child is already enrolled in medical and prescription drug coverage, but not dental and vision coverage.

What is the effective date that my child(ren) ages 19-25 will be added to my coverage?
If all required Special Open Enrollment forms are received by the deadline of April 30, 2025, your child(ren) will be added effective July 1, 2025. The EUTF will mail your a confirmation notice and the health insurance carrier(s) will mail insurance card(s) for your child(ren) prior to July 1, 2025. Please be advised, VSP does not issue insurance cards.
Can I switch between medical/prescription drug plans and/or add/drop coverage?
No. The Special Open Enrollment period only allows for the addition of dependent children ages 19-25. No other plan changes are allowed.
Can I add my dependent children who are not between the ages of 19-25 or any other dependent(s)?
No. The Special Open Enrollment period only allows for the addition of dependent children ages 19-25. No other dependent(s) may be added.
Can I remove dependents from my coverage?
No. The Special Open Enrollment period only allows for the addition of dependent children ages 19-25. However, you must notify the EUTF if a dependent(s) no longer meets the EUTF dependent eligibility criteria (e.g. due to divorce).
Can I fax or email my EC-2 form and required documents?
No. Special Open Enrollment forms must be mailed or hand delivered.
Does the EUTF need to receive my Special Open Enrollment forms by the April 30, 2025 deadline?
If you are mailing your Special Open Enrollment forms, they must be postmarked by April 30, 2025. Hand delivered Special Open Enrollment forms must be dropped off by 4:30pm HST on April 30, 2025. No late submittals will be accepted.
What if I miss the Special Open Enrollment deadline?
No late submittals will be accepted. Your next opportunity to add your child(ren) will be during the regular Open Enrollment period held in October, with an effective date of January 1, 2026 or if your child(ren) experiences a mid-year qualifying event (e.g. Loss of Coverage).
Can I still cover my child age 19-25 if they get married?
Yes. Children ages 19-25 are eligible regardless of marital status.
Can I still cover my child age 19-25 if they do not live with me?
Yes. Children ages 19-25 do not need to reside with you to be eligible.
Will my premium change if I add my child(ren) age 19-25 who was(were) previously not on my plan?
Your premiums may be adjusted based on the new coverage/tier change. For example, if you add your child(ren) to your Self or Two-Party plan, your premiums will change to a Two-Party or Family plan respectively. Your established ACH or pension deduction will adjust automatically if you are a retiree that pays a portion of their premiums. Please refer to Premiums & Contributions to calculate your monthly premium that you may owe.
Should I continue to split my child(ren) age 19-25 coverage between an active employee plan (medical/drug) and a retiree health benefits plan (dental/vision)?
This split will no longer be necessary because your child(ren) ages 19-25 will be eligible for medical/drug coverage under the retiree plan.
What happens when my child turns 26?
Your child will be automatically removed from all coverage the first day of the month following their 26th birthday. Your child will be mailed COBRA continuation coverage information and enrollment forms to your mailing address on file with the EUTF. Your child will have sixty (60) days to submit their COBRA enrollment forms directly to the health benefit carrier listed on the form(s). Your child can remain enrolled in COBRA coverage for up to 36 months.
