Our Story
Since July 1, 2003, EUTF has been the trusted source for health benefits across the islands. We’re a state agency connected to the State Department of Budget and Finance, guided by a Board of Trustees – five representing employers and five representing employees. Together, we design plans, negotiate rates, and partner with top insurance carriers to deliver quality care.
What We Do
We handle the details so you can focus on what matters:

  • Designing health plans and setting premium rates that balance quality and affordability
  • Partnering with trusted carriers and pharmacy benefit managers

Employer contributions are based on union agreements, executive orders, or state laws, depending on whether you’re an active employee or retiree.

Working Together
The Employees’ Retirement System of the State of Hawaii (ERS) is a sister agency of the EUTF that administers pension benefits for State and county retirees. While the EUTF and ERS are separate and distinct organizations, both organizations work together to serve State and county government employees.
